City of Winkler Public Transportation Strategy Implementation

Public Transportation Pilot Program

Further to the City of Winkler’s Public transportation feasibility study, The City Council has approved the implementation of a Public Transportation Pilot Program. This pilot program would collect the data necessary to determine whether the City could reasonably implement a full scale Public Transportation system based on this pilot programs popularity. The City intends to implement the recommendations of the Feasibility Study and feedback received through the public consultation process. As part of the Pilot program, the City is planning to implement a door to door subsidized public transportation service that will provide origin and destination coverage within City limits and will include the Boundary Trails Health Centre. The City completed the procurement process and selected Transdev (Mobility operator : bus, railway, ferry, cargo... transportation - Transdev) to be the service provider for the Transportation Pilot. Transdev is a large public transit provider with years of experience in On-Demand Transit in other Canadian Provinces. They operate hundreds of vehicles across the country and were evaluated as having the most competitive proposal submission. The City is currently planning to make the Public Transportation Pilot public on November 27, 2024. It will operate for 30 months gathering data on usage and popular transportation routes. The Shuttle can be booked by Mobile App, Website or telephone. Public comments will be solicited periodically on how the Transportation Pilot is doing and what types of improvements can be made to help Residents make use of the service. Riders will be able to leave feedback on their individual rides to both the City and the transit vendor. This Pilot is part of the Vision of Mobilizing Winkler – Efficiently and affordably. It’s goals are Affordability, Economic Activity, Safety and Security, Connectivity, Equitability and Sustainability.

Project Update - August 23, 2024

The City issued Request for Proposal documents to all vendors that submitted expressions of interest in completing the pilot. These RFP documents allow the City to score each vendor on their ability to deliver a transportation program that matches the City’s priorities. These priorities were created through public consultations in the transportation feasibility study. The highest scoring vendor will be selected to engage in providing transportation services to the City. The transportation pilot is still scheduled to launch before the end of the year.

Project Update - July 12, 2024

The City has received a number of responses to it’s public transportation pilot expression of interest publication.  The respondents have been evaluated and top scoring respondents will be invited to submit a proposal.  Implementation of the Public transportation pilot is expected before the end of the year.
